IT DID NOT. Otherwise, it is a better unit than commonly available from home improvement stores and local hardware stores. The reel case is metal and a heavier gauge than others I've bought. The cord is 16 gauge instead of the usual light-duty 18 gauge and has a durable oil-resistant plastic sheathing. The retraction mechanism, at least when new, works smoothly and holds the cord where you want it. All-in-all, a good unit for the price, but, no circuit breaker.
